The delegator escrows a budget and gives an agent an objective, a rubric, a per-spend cap, a review cadence and an expiry.
The agent pays through the contract. Each payment is a receipt with a purpose, an evidence link and an optional hash of the page. Hard limits need no LLM.
Every N spends, spending stops until anyone asks for a review. Validators read the receipts and evidence pages and decide by consensus.
